TRANSITION TO NEW FAMILY HUBS SERVICE FOR DEVON

From 1 April 2025, the Family Hubs service for Devon will be transitioning to a new service which will provide increased, targeted help to support families in the community.

Last year, Devon County Council announced that like many authorities across the country, it would follow Government guidance in developing the previous Children's Centres into Family Hubs which provided open access to all families without the need for referrals.

Since then, the council has conducted consultations with families, to gauge opinion and develop a plan which will now see support for families provided in village halls, community centres, and other existing places that parents and carers will already be familiar with in their local communities.

The purpose behind Family Hubs is to provide support to families with children from 0 to 19, or to 25 for young people with special educational needs and disabilities. The help families receive is to prevent them from needing more targeted help later on.

"Why should a parent with a young child or children, who might rely on public transport to get around, have to travel miles to their nearest Children's Centre building in order to get the help his or her family needs? Providing support to families, in their communities, at the right time can prevent them from needing more targeted support in future. I wish to thank Action for Children for their dedication and contribution to Children’s Services over the last 20 years” says Councillor Andrew Leadbetter, the Council's Cabinet Member with responsibility for children's services.

From April, families will begin to see a new community-focused service developing that will continue to improve access to support, bringing together education, public health, NHS, early years, community and voluntary sector groups. Parents will be directed to them in settings closer to home in their own communities.

Some group sessions that are currently delivered in Family Hub locations will change, with families who have complex needs being referred to other community-based services through the new system from April.

Wynstream Primary School has hosted a Gabrieli Roar workshop this month for three other schools, ahead of their performance at Exeter Cathedral on the 9th of December. Gabrieli is a choir and period instrument orchestra founded and led by Artistic Director Paul McCreesh. They perform and record choral, vocal and instrumental repertoire from the renaissance to the present day and have cultivated an international reputation for excellence, innovation and ambition. They offer first-class performance opportunities to young people through their education programme, Gabrieli Roar. Pupils from Montpelier Primary School, Ide Primary School and Ermington Primary School came along to join Wynstream’s choir of 45 pupils to prepare for the concert. This initiative is supported by the Devon Music Service whose representative at the rehearsal thanked Wynstream Primary School for hosting and said that their cooperation, organisation and choral preparation of the young people was “exemplary.” The children will be performing at ‘A Grand Georgian Christmas’, the show will be a festive exploration of English music for parish churches during the Georgian period. It has been designed to offer the perfect platform to encourage young singers to connect with choral and classical music. Tickets can be purchased here. We know that musical education is really important for children and supports their development in many ways. Rehearsing, working together and performing in front of an audience are all things that help build their confidence and that will help them flourish in every area of life." At Education South West we strongly believe in both the power of collaboration and the importance of promoting the arts and this initiative achieves both of those things. Steve Race MP visits Wynstream Primary School   Wynstream Primary School were thrilled to welcome Steve Race MP for a visit last month (25th October.) During his visit, the school’s impressive 45-member choir, conducted by Miss Passfield, sang songs welcoming Mr Race ahead of a ribbon cutting ceremony. One visitor even commented, “Simply the best school choir I have heard in 35 years in education.” Mr Race came along to formally open the school’s new library extension. Wynstream’s librarians, led by Mrs Regan proudly showed Mr Race the library space whilst explaining about the importance of books and reading; a key focus area for the school.   The newly elected School Council then had the opportunity to discuss their role and the process by which they are elected to office with their MP. Some council members then showed Mr Race around the school before he finished up by having a delicious and nutritious school lunch with some Year 6 children and staff members. At Wynstream Primary School the English curriculum is designed to develop lifelong and avid readers. Reading is key to unlocking the world around us and staff want all pupils to leave the school a fluent, competent and critical reader. This year Wynstream’s overall phonics check score was 75%, up 5% from last year, meaning that three quarters of children passed the check. When only assessing the children who have been with the school for their entire learning journey, then the pass score was 88%. Even more impressively, 31% of children scored the full 40 marks (only 3% of Wynstream pupils achieved this last year.) Mr Race posted the following about his visit on LinkedIn: I had a fantastic time meeting pupils at @wynstreamexeter yesterday:   📚 I helped to open the new library with the young librarians, and we talked about their favourite books, and my favourite books growing up. They are clearly passionate about reading, taking books home and reading with family or on their own before bedtime   🎶 we listened as the school choir sang beautifully for the pupils as they ate their lunch   🗳️ the school council led a tour of the school, and we talked about being on the school council was similar to my job as member of parliament   🍽️ and I had a delicious baked potato lunch with other pupils!   The school was calm but happy, and many of the children were confident and articulate, excitable but always polite. There’s clearly a lot of very good work going on there.   It was helpful to sit down and talk to the teachers, staff, and volunteers who all make any primary school work. There are lots of challenges in primary education at the moment, including supporting schools to ensure children with hashtag#SEND can get a good education by staying mainstream schools.   Thank you for a lovely visit!  Elise Redman, Headteacher at Wynstream Primary School said: “Reading is one of the key areas of focus for our school. As evidence shows, reading improves the life chances for every child so investing in books and fostering a love of reading is of paramount importance to all at Wynstream. “We are so grateful to Mr Race for coming along and opening our new library extension, it was great for him to meet some of our pupils and to be able to show him how proud they are of their school.” Matthew Shanks, CEO of Education South West said: “Many thanks to Mr Race for taking the time to come and visit Wynstream and to the Council Localities Fund, the Topinambour Trust and the Angela Gallagher Memorial Fund, as well as the local community, all of whom helped to fund the newly extended library. “It’s brilliant that the children now have an even bigger space in which to enjoy reading. I know from the school’s excellent phonics checks results this year just how much effort Wynstream staff have put into ensuring that children have a great start when it comes to understanding the importance of reading.”
